Establishing the Foundation: Principles & Policies of APR Security

APR Security Owner Slater Kellstrom

An Introduction from the Owner

I founded Armed Patrol & Response Security after spending more than 10 years providing private security services with companies throughout Central Oregon. First starting in the early 2000’s, I’ve held positions both armed and unarmed. I have private security experience as a patrol officer, an on site guard, a patrol sergeant, an airport terminal security officer, concert and event security, an alcohol monitor, and serving as a bouncer or doorman at local bars. My company follows both the letter and spirit of Oregon state law, which states private security providers are not sworn law enforcement officers and are therefore subject to conditions and restrictions to our operating and identification rules. I also strongly believe that as Oregon state licensed Private Security Professionals it is our responsibility to separate ourselves both visually and behaviorally from law enforcement as much as is practical without sacrificing the safety of our security officers. I’ve participated in planning and input sessions with the Oregon Department of Public Safety Standards and Training regarding private security operating and identification policy changes in the wake of past incidents involving Private Security Professionals, most recently the rule changes proposed as part of Senate Bill 116, (which you can learn more about by clicking the links below my picture.) Being worthy of and maintaining the trust our clients, the State, law enforcement, and the general public place in us is our most important responsibility as Private Security Providers. I maintain professional and personal relationships with local private security companies in Bend and Redmond. If my company can’t meet your needs, I’ll recommend another company, one I’d trust with my own property, that might be a better fit. Obviously I want your business, but making sure your needs are met and establishing a good relationship are important to me. If I can give you good advice and point you in the right direction to get your needs met, or just answer any questions you may have about private security, I'm happy to help.  Redmond is growing fast, like the rest of Central Oregon. Trusted business-client relationships are more important every day. My family moved to Central Oregon in 1993, and now we live and raise our kids in Redmond. I'm personally invested in the safety and prosperity of Redmond and the surrounding areas. Please don’t hesitate to contact me if you have any questions. Thanks for your time and interest, I look forward to hearing from you. Slater Kellstrom Owner - Armed Patrol & Response Security LLC 541-647-3565 contact@apr-security.com

Acting as Responsible
Private Security Providers

One of the most important responsibilities of Private Security Providers is that we clearly identify ourselves and our vehicles to differentiate ourselves visually from law enforcement while maintaining our capabilities and safety. It is incumbent on us to go out of our way to avoid misidentification and confusion.

• APR patrol vehicles have large reflective "Security" graphics as the most prominent side markings, as well as high visibility green non-reflective "Security" markings to the front and rear. • All APR Security patrol officers wear high-visibility green safety color uniform shirts with reflective stripes, and wear the largest reflective "Security" identification panels available on the front and rear of our body armor.  You will never see or hear an APR Security officer identify themselves as anything other than security. • APR Security officers are required to positively verbally identify themselves as security during a contact, for example “I'm (name) with APR Security” (or some variation), not “I'm Officer (name)”.

Trust, Safety, & professionalism

We believe that as a State licensed private security provider we have a responsibility to earn and maintain the trust of our clients, law enforcement, and the general public. We take seriously our part in maintaining the private security industry's relationship with the public and local law enforcement.

• APR Security uniformed personnel work armed and wear body armor for our safety, not enforcement or compliance purposes. We operate with discretion within the limits of Oregon law, and our state certifications and training. • All APR patrol vehicles are equipped with front and rear dash cameras recording video and audio. • All uniformed APR Security officers are required to wear operating body cameras recording audio and video while contacting persons on a client property. •APR utilizes GPS location tracking, geofencing and virtual location tags for patrol services. Included in our standard monthly patrol charge and accessible online if requested for the client's properties. • APR patrol vehicles are not equipped with prisoner cages or enabled self locking doors. • No person placed under arrest by an APR Security officer will be placed in our vehicle to wait for law enforcement unless specifically requested for comfort by the individual. • No APR Security officer or vehicle will transport any individual placed under arrest for any reason other than immediate emergency health or environmental safety issues, and then only to the closet area of safety or closest appropriate first responders.

Serving How You Can

Not everyone who wants to serve their community has the opportunity or ability to do so traditionally. The desire to serve may come late for some, or for others that it was always there but wasn't accompanied by ability or opportunity. APR appreciates anyone who has the desire to serve their community, and who does so professionally with honesty and integrity, as we strive to. We're thankful for anyone who recognizes the level of responsibility and public trust that comes with this kind of work, and especially those who behave and act faithfully within the limits of our profession.
